Describe where water emerges and any safely known source control without digging or entering a wet equipment area. A buried break may be suspected, but the visible outlet can be separated from the actual fault. Do not use an unfamiliar supply arrangement as a reason to experiment with controls.
Confirm the source and isolation authority
Ask who can establish which system feeds the release and authorize an interruption. The first accepted scope should say whether it is an assessment or a defined repair after the source is located. If underground access is later proposed, utility information and the authorized work area need their own clarification.
