An access contact cannot replace a safety response
When nobody is home, the person receiving the report may have incomplete information about escaping water. Ask the authorized local contact for the visible location and whether people are safely clear, without requesting entry into wet electrical spaces. A remote owner should not direct an unfamiliar person to experiment with controls.
Make the authorization usable
State who can open the property and who can approve the proposed work. If those are different people, ensure both can be reached. Clarify whether the visit accepts an unattended property, what access is available and how approval for additional work will be obtained after the source is assessed.

Ask what help is currently available; a neighborhood name does not establish a booked urgent visit. Leave danger and contact emergency services; arrange access only after safety.
